IN any opportunity such as I am now given, I suppose that one should not fail to say that what the world has to offer to this year's graduates in science and in engineering is the greatest promise ever held out. High-ranking new scientists and engineers - particularly those with the Ph.D. degree - find themselves in an apparently delightful situation; the glow of attention that surrounds them and the dazzling starting salaries that are offered to them may indeed be turning their heads a bit and the attitudes of some of them are sometimes expressed with a smugness that can find its equivalent only in freshmen.
